When does an implement come into effect on a power?
I use Wall of Fire does the wall do 3d6+Int+Enhancement damage?

Magic Implements deal their enhancement bonus to all attack rolls with an Implement power, and all damage rolls with an Implement power.
That's a damage roll, so yes, you get it.

The key thing I should be focused on it "Damage Rolls" then... gotcha.
