Same format, of course: feats, skills, prestige classes. I would say that the only difference in format is that many of the new rules sections will include advice on how DM's may choose to limit them if they feel it's necessary (although personally I don't think it is...)
Some general feats for all sorts of elves, many feats to give them an affinity (and mastery) over their chosen "terrain," moving to more specific feats for wizards, including some with some "specialist" flavor.
No new equipment, although of course there's always a bit in the skills section under Craft-- we'll get to arcane spell failure modifications for armor (did anyone notice I hadn't included it in Dwarves?) as well as some things for bows (of course) and other elfy things.
Also in the skill section are a few things elves can spend skill points on to add a little depth of elven character.
An entire seperate chapter with extra stuff for wizards.
The prestige classes, of course, all wizard variants.
The final roleplaying chapter.
This stands to be the meatiest book yet, and it may well push out to 80 pages.
