Precocious Apprentice and PrCs

There is a little feat at the bottom of page 181 in Complete arcane that gives a first level arcane caster a second level spell slot and 1 second level spell.

Is there any reason this would not allow a character to qualify for prestige classes like Mystic Theurge or True Necromancer at 5th level by going Wizard 1/Cleric 3? This would be a handy way to reduce most of the spell level lag of these classes.

I wouldn't allow it, but that may not be by the RAW. My reasoning is that the requirement is "Ability to cast 2nd level spells", and while you can cast them, the ability is questionable as you can't ALWAYS cast it.

If you were bound or helpless, you aren't able to cast spells either. Thus, you are never ALWAYS able to cast spells anyway.

Yep, I know that. As I said, my ruling is likely not be the RAW, but the conditions in which you have to go through to cast this spell aren't reliable enough, IMO, to allow them to be applied to qualifying for a PrC.
 



It does not work, since the designers said so. ;)

But it really should not work, anyways. So the designers are totally right there.
