Preparing spells every 8 hours?

How often can Wizards prepare their full complement of spells?

Wizards can prepare spells any time they rest for 8 hours

I've not got a chance to test this method out yet, but let me post it anyway.

1. A Wizard gets his spells per day just like the PHB says
2. A Wizard prepares his spells
3. A Wizard can leave slots open to do the "Take 15 minutes to fill them" trick
4. A Wizard can forget memorized spells(That have not been cast yet) each day and replace them after their little 8 hour rest period.
