Pricing magical plant armor

I've got a player proposing a piece of sova leaf armor. Here is the text he proposed for it. Given that leaflings are size tiny, how much would you price the armor at given the normal crafting rules?

Sova Tree:
The leaflings work with numerous plants and trees to grow specialized items of use for their survival and to some extent, comfort. Sova trees have been carefully cultivated by leaflings and infused with a property that causes them to generate mild heat when placed against a leaflings skin. The leaves of the tree are quite large, being approximately 3' x 1 and 1/4 on a full grown tree. The tree is a nut bearing tree as well and the meat of the nut is a primary food for leaflings. A leafling wrapped in a sova leaf gains the benifit of an endure elements spell and as long as the leaf is used by a leafling at least once every 24 hours it remains living. The shell of the sova nut has similar properties as the leaf does and when cupped in the hands of a leafling it generates a greater amount of heat. Leaflings use these shells for heated drinks and even to roast small portions of food. Sova leaf armor is identical to padded armor in protection but is much less bulky and heals damage deal to it as long as it is worn at least four hours a day by a leafling.

It is not masterwork armor that is enchanted and then given an armor enhancement, just a magical material providing two benefits, endure elements and padded armor equivalent.

It is not masterwork armor that is enchanted and then given an armor enhancement, just a magical material providing two benefits, endure elements and padded armor equivalent.
How non-bulky? Is there a dex max?

Assuming it has no dex max ETC. I'd go with:
+2 armor 4,000 GP.
Endure elements (simulates a 24 hour spell) I'd go with 1,000 to 2,000.
So say 5,000 GP.

If it works like masterwork padded armor for dex max etc. I'd drop it to 1,400 or so.

I'd not object to it being as low as 500 GP if it has a dex max, armor check etc. Not RAW, just power level granted (Endure elements is mostly flavorful most of the time, and when it isn't you can usually afford to have the cleric blow some 1st level spells.)

Standard +8 dex max, he was going for the no Armor check penalty for the armor in padded armor's normal description, it is not masterwork or enchanted.

I'm thinking of it as a 1 effect magic item, the 1st level endure elements spell at 1st level caster level, and it takes up an apropriate item slot (armor).
 

For leaf/plant based armors, you might check the Eberron Campaign Setting... it has Leafweave and Darkleaf in the weapons/armor section.

Darkleaf basically looks like 1/2 mithril only plant... but the Leafweave looks close to what you're looking for. It's leather instead of padded, but you could probably look at the price and then guess what endure elements would cost on top.
