To my knowledge, there is no set amount stated. From what I've seen from examples (such as Mobility enhancement for armor from MIC) is that for weapons or armor is typically a +1 enhancement bonus. For wonderous items, the price range varies.

Since there are no set rules, confer with your DM.

I had heard 10k per feat, but it really boils down to how the DM (+ players) want to run it.

For me the way to go about it is:

  1. find something similar and use a comparable price. if you can't, proceed to step 2.
  2. stat everything out (the amounts, why this bit costs $## and that costs $**) and present it to the DM. They can adjust as necessary.
  3. If I am a player think: if I was a DM would I realistically allow a player this item? (this can become group/player/DM dependent)
  4. If I am the DM think: would I want to use this item as a player, would I actively go looking for it or would I just go "Weeelll, I guess I could use it?"
 

The IWIN Stone of Alertness reflects this. 5000g base for a feat, with a factor of 2x due to it being a slotless item. Third Eye: Penetrate follows this formula as well.
 

The Whirling weapon enhancement duplicates the Whirlwind Attack feat, but it's only usable 2/day, and it still costs a +1 enchantment equivalent. That's very costly, but then Whirlwind Attack is one of the most prereq-heavy feats in the game.
