Just a quick question, Having the "Proficient with simple,etc" Does that mean you can use it or does it mean actual proficiency (like the +3 to attk)?

you can use any weapon. You only get the proficiency bonus with it if you have proficiency with that weapon, or group of weapons.

Anything you can pick up and swing you can make an attack with. but if you're not proficient with it, you don't get the proficiency bonus (+2 or +3 to hit).

It means actual proficiency. If you are proficient with Military Weapons for instance then you get the proficiency bonus with ALL military weapons, including any new ones that get dreamed up in the future. Anyone can pick up and use ANY weapon even if they aren't proficient, they just don't get a bonus to hit with it (and there are certain feats or weapon attributes that may not function as well, like defensive).
