Psi Powers + Ring of Spell Storing

That's tricky: the descritpion only says spells, but the psionic handbook was not yet at the time the DMG was written. I'd say you could use the ring of spell storing to store psionics (of course, only if you don't use the varian rules "psionics are different).
 

I'd say yes and no. They sorta have an item that can do that (crystal capacitor). I'd say either treat it as one of those, or just let the psionicist store a power in it. Should be fine either way.

Just like with spells: no. If the character has ranks in use psionic device, then there's a possibility (with some concequences if failing occurs). Keep in mind that this skill is an exclusive skill to psy warriors, rogues, and bards IIRC.

And that's why I'd allow it to store powers, too. At first I read "you can store spells you can cast..." and I thought it meant "you can use the stored spells only if you could cast them" and I was just telling you that you can't use the ring of spell storing for powers, cause of the crystal capacitator. But so I'd say, as long as you treat psionics and magic as equal, that'll work for you.

If you use the psionics are different - rule, or choose to disallow the ring to store powers, you could come up with a psionic equivalent. Something that can store up to 10 power levels. Maybe we could vary it a little, and make it store 5 power levels and 19 power points (or some other values..). Anyone wearing the ring (or whatever it is) can cast those powers with the power points stored. He could burn all the power points for the same power or for different, just as a psion could. A manifester could also feed the thing with power points (but could never feed it more than 19 points at any given day) and place powers he knows into it. If the space isn't sufficient, he could choose which power already in would have to go.
