Psionic Celerity Feat

I'm having a little bit of trouble understanding the Psionic Celerity feat.

Now.. the feat reads like this:
Whenever you run or charge, you gain a +1 bonus to speed.
During a move action or a charge, you can spend 1 power point to gain a +2 bonus to speed until the end of your turn.

I understand how bonuses stack and do not stack. However, I believe that all the bonuses from a single feat can stack, as they all count as one source.

My understanding is that if I spend a power point, and run, I gain a +3 untyped bonus to speed (+1 for running, +2 for power point) from the feat, as a unit.

Am I wrong?

According to the Compendium:

Bonuses that have no type add together. However, if you gain multiple untyped bonuses from the same named game element (a power, a feat, a class feature, and the like), only the highest bonus applies, unless stated otherwise.​

Imo, the untyped bonuses do not stack because they are from the same game element.
 

I believe it means that the feat gives you a permanent +1 bonus to speed whenever you run or charge, and the additional ability that if you spend a power point you can get a temporary (till the end of your turn) +2 bonus to speed on a move action or charge on top of that.

I would rule that a player spending a power point would gain a +2 bonus to move on that turn, but a +3 bonus if they charged or ran.

You could certainly interpret the feat the way CM does, however. As for me, I don't think it's too much to allow them the extra bump with on top of the first, more situational, bonus. They're spending a feat on it, after all.
 

Psionic Celerity is the same as Psionic Celerity.

Bonuses from the same feat do not stack unless the feat states otherwise, uses the word 'additional', that sort of thing.
