where can I find a psionic item that gives all allies near the wearer a +4 to diplomacy?

I'm sure that there are items that grant the wearer a +4 to Diplomacy (and a Shard can grant any bonus from +1 to +10, but only on one check). It's the item-affecting-all-nearby thing that's jumping out. I've never seen an item like that.

It was in races of eberron. The Pendant of Joy, It gives the wearer and everyone within 30' +5 to diplomacy.
