Can a (for example) psion use the indepent power research process to gain powers known beyond the normal limit for his level?

No, because the rules don't say you can. The different class entries have a "maximum power level known" entry for a reason. The rules for independent research don't supercede those rules, ergo, they are still in effect.

Maximum Power Level Known: A psion begins play with the ability to learn 1st-level powers. As he attains higher levels, a psion may gain the ability to master more complex powers.
To learn or manifest a power, a psion must have an Intelligence score of at least 10 + the power’s level.

Incorrect - that is the "Manifest another's powers known" - very different from Independent Research. The link can be misleading because the first entry runs into the second entry.

Independent Research permanently adds a power to your powers known list - but keep in mind, it gives no indication that it is an exception to the number of powers known in your class entry, as psychic chirurgery and Expanded Knowledge do, ergo, you can't learn more powers than your normal limit.

Also, the SRD rules cut off just before it gets to the point where it mentions that this cannot exceed normal powers known restrictions in the Expanded Psionics Handbook.

Mind you, two Psions with Psychic Chigury and Psychic Reformation CAN know all powers....

My bad I misread the question.


And as pointed out the SRD does not contain the Exp Psi Handbook text:

"The number of powers that all psionic classes can know is strictly limited; manifesters can never exceed those limits even through the research of original powers."

Which is pretty much the same requirement/restriction for all spontaneous casters too.
