For that matter, there were psionics in the Pliocene Saga as well, as I recall.

He did say in a later post that he was primarily looking for Modern/near future. The GM fits that and other things a lot better than the PE books.

Re: Larry Niven's Known Space - You are probably going to primarily look at the Gil The "Arm" era stories, which are pre-first contact.

Olaf Stapleton's "Odd John" is another.

Odd John - Wikipedia, the free encyclopedia

The Midwich Cuckoos is another classic film and there was also a sequel that does cover a lot of the same ground, but does have some twists.

True, true. But in many respects, the PE books read kind of like a "first contact" series.

Yeah, those are awesome...AND they were collected into one book a couple of years ago.

For Anime this is what I have listed so far:
Akira - this is a given
Darker Than Black - seems to fit what I a looking on organizations and the world view on psionics
E's Otherwise - same Darker than Black reasons
JoJo's Bizarre Adventure - Watching now and interesting take on psionic powers are represented in the forms of "spiritual entities"

yep me too. Lots of nightmares and notable for being spooky despite being primarily two people walking around empty sets.

It was my first exposure to the "living photograph trope" and the rhyme

"As I was going up the stairs
I met a man who wasn't there
I met that man again today
I wish, I wish, he'd go away"

Was there any settings with psionic powers that could control the elements? I am not sure the last airbender would count

Rachel Caine's Weather Warden series might fit what you are looking for.

Their power is controlling the weather, and it might be closer to magic. But it's described in a very psionic fashion. As well, it's set in modern times.

Janny Wurts Cycle of Fire. Things are presented in a "magical" fashion, but the elemental powers are actually psionic in nature. More in spoiler text.

The Demons are psionic aliens, the "merlin"-ish figure is actually the AI core from a crashed Starship

Anne McCaffery's Pegasus series is focused on psionic characters and their impact on society. There's some SF aspects, but it's basically current/near future.
