Psionics and the Astral Plane

I was wondering...

Are there any official rules for using psionic powers while in (or would that be on?) the Astral Plane?

It would seem to me that psionic powers would be (perhaps greatly) enhanced.

My thinking is that the entire plane is a sort of consensual mental construct, and psychoactive (if that is a word,) responding directly to the thoughts of beings that exist there.

I think I remember that speed of passage throught the astral is dependent upon Intelligence, for instance.

Any help on this would be appreciated. An 'official' ruling would be nice, but I'm also interested in people's thoughts about the Astral Plane, the relationship of the Astral to psionics, or anything related, however tangentally.

Officially, in D&D the Astral Plane has no relation at all to psionics.

Movement is definitely based on Int, though I forget the exact relationship, and don't have the MotP in front of me.

If you're using a variant cosmology where the astral plane is a mental construct, the exact details of what that implies is up to you. You may want to checkout Mindsacpes from Malhavoc, since it apparently deals with similar (identical?) subjects.

Except for Astral Constructs and all the powers that pull things from the astral plane (mostly in the metacreative discipline). Maybe it should take a full action instead of a full round to manifest ACs in the astral?
