[Psionics}Brain Lock for monsters

So i got a player who is a 15th level psion and wanted to upgrade his powers and thought of making brain lock for monsters.

He made it so that it's a 6th level power, with 6th level power point requirements based on going from hold person to hold monster (i think).

He used it last nite and froze a minor BBEG and it just stood there as the party hacked it to bits. Now bear in mind they are high level and that I expect this type of stuff but I want to make sure that I got the power points and stuff right and if it's a fair tradeoff.

Can anyone give me what a fair use or how to create this power so that it's balanced and fair?

Sounds right to me. In fact, it's probably overpriced by a level. It compares well with other spells of 5th level, like Hold Monster. Hold Monster is similar (except the target is helpless - remember that's not true for Brain Lock). A more apt comparison would probably be Baleful Polymorph. It makes them useless in combat, allows the players to hack on them (and he doesn't get to save every round), but it can be dispelled.

So yeah, that sounds right for a 5th level power.

6th-level is fine IMO. Psionic save-or-sit-in-the-corner powers tend to be more powerful (well, actually weaker but psions can more efficiently use their power points on just high-level powers). That's why recall death is 8th-level, one level higher than destruction, for instance :)

And sometimes it sucks for the DM to have their BBEG taken out like that, but the psion could have use a heightened ectoplasmic cocoon instead :D Or a wizard could have used fear or what have you. :)
