If you're using 3.5e rules, Remote Viewing should probably be updated along with the scry spell (they're pretty much the same in 3.0, so they should be the same in 3.5). This would entail replacing the Remote Viewing check with a Will save on behalf of the person viewed, as well as removing the skill in the first place. Improved Remote Viewing should then be a parellell to Greater Scrying.
