Psycristals , Ranged Touch powers

Can the psycristals deliver ranged touch powers?

If they can, which will be the correct modifier?

If the owner is 15th level or higher, or has access to a feat that alters his mechanics.
If I'm not mistaken, Psicrystals use 1/2 their owner's HD, and their BAB is as a Cleric. So, at level 15, your Psicrystal manifests powers at +11 to hit.

Deliver Touch Spells at level 3. Relevant line reads, "The psicrystal can then deliver the touch power just as the owner could." My understanding is these are not Ranged touch, but only Touch, but I could be wrong.

Well that's the deal, "as the owner could"
I could manifest a melee touch attack or a ranged touch attack.

I COULD, it's clear enough for me.
I understand it stands for both touch and ranged.

But it seems that i have to wait till 15 lvl anyway
