2000AD Psyker career and its described late admittance to the academy

In Judge Dredd & the Worlds of 2000AD, the civilian career Psyker discusses being able to get into the judge academy at a later age than normal with teenager and adult clearly being too old. It basically says some limited exceptions can be made for those who show psi talent. Are there rules for such exceptions?

As a GM, I would allow a character with the Psyker career and no prior careers (other than an Origin) to skip the Cadet origin, under the condition they take Psionics 101 and opt to be a Psi-Judge.

Thank you for the response. The text of Psyker really seemed to suggest an interesting background for a Psi-Judge, but I couldn't quite see how to make it work.
