Planescape Ptolus, would it be a decent Planescape source if city locations?

I'm not sure how much of Ptolus would fit well with Sigil.

Ptolus, for plot reasons, is cut off from the planes. It has a lot of planar figures stranded there as a result (mostly fiends and celestials, but other stuff is in and under the city). But their goals are trying to get back out or to just mope -- not really applicable to be transplanted to Planescape.

I would look at Monte Cook's Planebreaker (featuring Timeborne, a planar city written by Planescape alumni) instead and Flying Buffalo's classic Citybook supplements, many of which are full of wacky stuff that would feel right at home in Sigil.

For more planar content, Monte Cook's 3E Beyond Countless Doorways has a bunch of additional planes, many of them extremely unusual, that would work as demiplanes or island planes in the Astral Sea.

There's a long line of Discworld reference books (get the most recent ones, since some of them were semi-annual updates on previous books), mostly focusing on Ankh-Morpork that would probably be a great source of NPCs and other ideas for Sigil or any other out-there fantasy cities, once you filed the names off.
