Q's about wizard spells

I have a couple of questions about a wizard's spells :
1) Assume i have no other lvl 3 spell slots,but i have 4 lvl slots and i want to cast a fireball. I have though of a way which involves taking a metamagic feat that adds +1 to the spell slot and has an extra effect. But is there any other way ?
2)I do not understand the spell swift fly... You cast it as a swift action, go up 60 feet in the air and then fall down after the spell expires ?

1) You can always use a higher level slot to prepare/cast a lower level spell. If you feel like fireballing everything, go ahead and load all your 3rd, 4th, etc level slots with standard 3rd-level fireball spells.

2) You cast the spell as a swift action. You gain a fly speed of 60 ft. for that round. You then still have a move action and a standard action (which you could also use as a move action). So, you can quickly fly to a spot 60-120 ft. away, which you could otherwise not reach, and land there. It's a useful spell in the right situation, because of the swift action. The regular fly spell is more powerful, especially since it allows you to stay in the air, but it does require a round of preparation. This one is an instantly available speed upgrade, right there when you need it.

think of more of a Jump spell without having to roll a jump check or s[pending an action on the spell. It is one more way to burn through spells as fast as possible for when a caster can count on just a few combat rounds in a given day.

Swift spells are one of the largest power ups to casters in 3.5. If you have 20 spells per day, but only have to endure 10 rounds of combat, swift spells let the caster dump 20 rounds worth of character power into those 10 rounds.
