If you're using psionics, you should read the errata.

Psionic powers don't have components, so being helpless won't impede the ability to manifest powers. Except for powers like disintegrate or burning ray, of course.

A stunned psion cannot manifest powers. The Subconscious Power feat in Mindscapes (www.montecook.com) allows you to do so. It costs +4 power points and requires another feat as well.

you have page reference or something like that for verification. Sorry, this happened again last nite and i ruled that althought helpless they can do psionics but it caused a 45 min 'debate' on the topic and I want to put this puppy to bed.

I'd say it depends on the reason the person is helpless. If you're helpless due to paralyzation, you should be able to manifest powers freely. If you're helpless because you're knocked out, not so much.

Also, I'd rule that any power requiring an attack roll or something similar wouldn't work when helpless, because you can't aim it properly. I might allow it if it's aimed at something right in front of the psion, but that would be a case-by-case ruling.
