You know, before you people comment on a spell, maybe you should know the rules.

1) Is it an official WotC spell?
Yes. Clearly it is.
2) What happens when you change the energy descriptor to fire? Nothing. It remains exactly the same, except that it's solid flame, not solid ice. It has the same height, width, hit points, everything. The spell does no damage in and of itself. It does, however, look damn cool.
3) The spell is Permanent, not instant. That means the spell is ON GOING. It will never melt, burn up, wash away, nothing. If you cut a chunk of ice off, it vaporizes outside the area of the spell. It lasts until someone casts dispel magic on. Not even the caster can dispel it. Whatever it's material, it only exists inside the area of effect.
Might be nice for building an ice castle, one column at a time, but otherwise, I don't see it as being that broken. I wouldn't use it, because an AMF will ruin your day.
Ironically, the spell's AoE cannot exist outside the range, so the column cannot be higher then 50 feet, if you are standing on the ground when you cast it.
