I think I found it. It's in the Ultimate Prestige Classes Vol. 1 by Mongoose Publishing (MGP). That volume compiled a bunch of prestige classes from various authors so I'm not sure what the original source is.

It's a divine PRC:

Found another reference for this. It's by Adam Nave and was originally in the Netbook of Classes Volume I. Here is a page where you can download the netbook:
