Question about creating a multi-function magic item

Ok, in a 3.5 D&D campaign I'm in, a number of us have characters nearing epic levels. We just finished killing a dragon, and defeating a number of iron golems. So, I think we're going to get a ton of gold and xp. Anyway, I'd like to try to create a staff, composed of 3 metamagic rods. Which allows the posseser to use any of the rods functions, up to the normal 3 time / day. How should I approch this? Would I use a Craft Staff feat or would it be Craft Wondorous Item feat? What would a good Xp cost be for this? Are there rules for this in the SRD that I just haven't found?

There are some guidelines for creating magic items here in the SRD, and of course in the DMG.

Adding more powers to an item so that you need fewer items makes the additional powers cost 150% of their normal cost, so the total cost would be [Most expensive power] + 1.5 x [the sum of the less expensive powers].
If the item is to be able to be used only three times per day total, not each power three times per day, then it should be cheaper.

And I'd say it is still a rod, even if it has the form of a staff, and thus require the Craft Rod feat.
