question about scrolls

I read that. But then it goes on to talk about not needing material components because the scroll maker already provided for that. But it says nothing about somatic components. The text under Spell-Completion Items at the beginning of the Magic chapter talks about completing the final bits of the spell with words and gestures, but I am not sure whether to take that as flavor text or as a description of somatic components.

It seems that the sage thinks you just read the scroll and it works. No somatic component required, and no arcane spell failure. I can live with that. It does, after all, provide a good motivation to make lots of scrolls.

I take it at face value, as flavor text.
