Question about the feat "Spell Mastery"

I give retroactive skill points for raised Intelligence. I'd probably give retroactive spells for Spell Mastery for the same reason (ease of bookkeeping).

But, the rules don't support me in either of those decisions, so it's pretty clear that I've house-ruled it. You're solid on the rules, and he really has no ground to stand on for trying to leverage a houserule out of you.

For skill points I do it a bit differently. Because it represent things you have learned over a period of time, if you have had the item for a whole level, and have worn it a majority of the time, when you level you get extra skill points. This represent the easier time you had learning those skills during your last level. If you lost the headband, then you would still have the skills that you learned (Learning a skill, is much different from memorizing a spell and keeping it in your head. That is why it only happens once a level, not one a day). However if you lost the item, when you go up again in level you would not get the points, as during your level you went back to your old intelligence and things got a little harder to learn. As for Spell Mastery, while trying to think of it the same way, I would say that your intelligence for the last three levels would affect it. But, that is way too complicated to try to figure out, and in the spirit of keeping the game fun and moving it along, I would have to say it isn't retroactive, just by looking at the wording. The number of spells you master are dependant on your intelligence at the time. (though I might be willing to let it apply retro, if the player really wants, and it isn't a balance issue. I don’t think it make that much of a difference to try to rationalize one way or the other, so I would go with the easiest decision.)
 

Spell mastery is useless unless you have a bastard DM who takes/destroys your spellbooks. Such a DM wouldn't likely give you another spell for your feat if your int increased because that would be overly generous.

Spell mastery is a feat that wouldn't unbalancing even if you could permanently forgo spellbooks for every spell you know and would ever learn.

Whenever your Intelligence score goes down you do not lose skill points, just as you do not gain extra skill points for an immediate increase. (Not until you level, as long as it had been effective for the majority of the previous level.)
 

On a related note, is Spell Mastery restricted specifically to members of the Wizard class, or is available to any nonspontaneous arcane spellcaster, such as an Assassin? While the feat specifically states the former, the Wizard is the only nonspontaneous arcane spellcaster in the PHB, which may make it an error of omission (or at least, a lack of foresight). Would it break anything if it were allowed?

The DMG was written at the same time as the PHB, so no!
 

Doesn't it specifically state somewhere that temporary Intelligence boosts don't increase skill points? This is how I've always ruled it. It would be a bookkeeping nightmare if a character got skill points (or Spell Mastery spells) that only applied when he had the boost.

I'm I totally off base on this?

No, you are not off base, it is in the PHB, page 145.
 

Temporary boosts do not affect skill points gained per level unless the boost is there for the majority of the level previous.
