Question about use of open gaming content

I also note that as if there is any doubt then it is safer (and the common practice) to designate it OGL. That is why most publisher designate most mechanical content as OGL. So even considerably altered mechanics that are plugged into the mechanics are OGL, such as Mutants and Masterminds and True 20. If you get it wrong then you are in breach of copyright.
