Question about White Raven and allies

For white raven manuevers, when it says allies, does it mean only friends and not yourself, or is it like bardic music, you can affect yourself as well?

By RAW you count as your own ally, unless an ability or effect says otherwise.

White Raven Tactics is _very_ broken and should be house ruled in some way. Perhaps treating as "snake's swiftness"

In general, it seems "an ally" refers to someone NOT yourself, while "all allies" include yourself. There was a FAQ entry about this, IIRC.
