I did as you suggested. I sent Anthony an email with the following subject line Guidelines for the 10 page setting .

Here is his initial response....

Let me ask the rest of the team. You may post my first response to this e-mail which was I NEARLY HAD A HEARTATTACK!!!! I thought one of the selected people had e-mailed me blowing their anonymity.

That is too funny and I feel for any poor soul that may actually blow their anonymity and chances in the contest by trying something similar.

And by the way, going straight to the source always helps -- I'm glad there are some people at WotC like Mr. Valterra that actually reply back to e-mails and sometimes on the very same day.

Someone catch me, I'm going to faint.

I'm another person that would love to have the guidelines so I could follow the procedure step by step for my own use.

I see this as a very helpful excersize toward getting a homebrew world organized.
 

Okay,
I got another email from Anthony. To sum it up, the 10 page guidelines will be released after the top three have been selected for the final round. This is because they are afraid that if they released them sooner, some folks might get a little zealous and do up their own ten pagers and send them in unsolicited. And what with the current staffing, they can't even afford to say no to those folks.... (paraphrasing here).

Thus we have to wait until this round is complete. I currently have no idea when this might be, but I have asked :D
