Does the +8 ECL for Hero/Quasi-deity factor in the 20 outsider HD?

Does the +8 ECL for Hero/Quasi-deity factor in the 20 outsider HD?

If you are refering to the article "Challenging Challenge Ratings" In Asgard #6 then a 20HD Outsider Quasi-deity would be:

ECL +15 (Outsider HD)
ECL +8 (Quasi-deity template)
Total +23 ECL = CR 21

However, the ECL/CR system is currently undergoing some revisions.

Firstly I am currently testing whether or not the Quasi-deity template represents a +14 ECL increase (I think it does).

This also means that the Divine Rank 1 Template will be a +24 increase to ECL.
