Question on 2 Feats (Divine Might & Twin Sword)

Hey guys, need a ruling opinion on a few feats.

First is Divine Might from Defenders of the Faith (pg19).
It says use one Turn Undead attempt to gain CHA mod to weapon damage for number of rounds equal to CHA mod. Question is would using this feat require an action, like Turn Undead does? I have a paladin in my group that is taking this feat and has 20 CHA.... so he can use this 8 times per day. Basically every battle. I am inclined to rule it a standard action to use. Anyone have inputs on this otherwise?

Second is Twin Sword style, from Forgotten Realms (pg39).
Worded just like the dodge feat, but you get +2 armor bonus that stacks. This is a pretty powerful feat, especially if all you need to do is hold two weapons. But can you use this feat if you aren't attacking with your two weapons? I am inclined to rule that you can only use this feat in a round where you attack with both weapons. What do you guys think?

Regarding Divine Might:

This is how it works. It says so right there on page 19 of DotF, 2nd column, under Divine Feats heading, 2nd paragraph, last sentence.

Regarding Twin Sword feat:
The feat itself says, "When fighting with..." so I would say that as long as he takes an attack action (standard or full) he can get the benefit of the feat. After all, just because he moves and only gets one attack does not mean his off-hand weapon is being held motionless to the ground. :D This is how most of these kinds of feats seem to work.

Also, if he makes no attack, why would he use this feat when he could opt for Total Defense and get a +4 bonus to his AC?

Becasue he could attack defensively with Expertise for 5 and 2 from TSS? ;)
