Question on Magic Item Creation

This is a dispute between 3 DM's. Question is....

Can a 10th level wizard, with Wonderous Item creation feat, create a amulet of natural armor, using the spell source as a 10th druid withOUT create wonderous item feat. This is the question boiled down to its simpliest form I think... Answering this will clear up everything else.

I refrence DMG 178 Cooperation in creating magic items. It does state under each of the creation feats that the creator needs all the feats and spells, but the coop paragraph stats that the spell can come from another pc or npc.

Seems like the creator ie the mage, would have to have the creation feat and the caster leveled required... what do yall think?

As long as someone is there to cast it a Mage can make an amulet of nat armor. Someone needs to be there to cast those spells every day though.

There are a few items in the DMG that require both a wizard and a Sorceror's spell list to create. I assume this is how they do it.

You can tag-team on magic item creation.

The one with the creation feat pays the exp. for the item though...

And together... all of the prereqs must be met.

.. official errata or just what the rules say. Which is what I said in the first place but.... Would like a official stamp of common sense though, if possible :)

From the SRD:

Prerequisites
The requirements that must be met in order for a character to create the item.
It is possible for more than one character to cooperate in the creation of an item, with each participant providing one or more of
the prerequisites. In some cases, cooperation may even be necessary, such as if one character knows some of the spells
necessary to create an item and another character knows the rest.
If two or more characters cooperate to create an item, they must agree among themselves who will be considered the creator for
the purpose of determinations where the creator’s level must be known.
When two spells at the end of a list are separated by “or,” one of those spells is required in addition to every other spell
mentioned prior to the last two.
