He can dispel it - he targets the diner, hopes he misses all of the diner's higher level spells on his dispel check, and then dispels the shrink item automatically.

Ah... that runs into the question of 'Does a Dispel Magic targeted on the Cleric affect the Magic Vestment on his armor', which is effectively the same question as 'Does an Area Dispel affect one spell on the Cleric, and one spell on his armor?'
