Combine this with Uller's mentioning of the recovered miner's in PA. There's your hook; a group of miners becomes trapped in a mine that has become flooded. As the adventurers are called in for a rescue attempt, they discover that the miners broke through into a flooded underground structure. Violla! Instant possibility for adventure and treasure. Mind the Morkoths...

If I'm not mistaken, Planescape: Torment used the idea of a Decanter flooding a dungeon...the Drowned Catacombs or some such thing.
