Question regarding Otyugh's and Grapple rules in general

Aren't the attacks required to be highest bonus to lowest? I though I read that
in one of the other threads a while back.

Only when taking a full attack and you are using iterative attacks. A creature making a full attack with natural weapons may make them in any order and in fact should do so if reasonably competent. Whether an Int 5 otyugh fits the bill is up to you. I think that's high enough to bite first. On the other hand, I houserule that a creature can full attack with natural weapons while grappling (and continue natural weapon attacks if in the midst of a full attack and using improved grab/snatch), albeit at a -4 penalty.

If you get multiple attacks because your base attack bonus is high enough, you must make the attacks in order from highest bonus to lowest. If you are using two weapons, you can strike with either weapon first. If you are using a double weapon, you can strike with either part of the weapon first.
