A simpler method would be simply to make a Staff of Wish with 1 charge, then take Wand Surge (use 1 action point instead of a charge) and cast Unfettered Heroism to supply you with 1 action point per round until you are done wishing for whatever it is you wish to wish for.

Does Wand Surge function with Staffs?

I don't think you can make a staff with one charge. You can make one that requires 50 charges to fire off a given spell, thus reducing the cost that way, but as far as I know all staffs begin fully charged.

Question though: Where does Wand Surge come from? I'm unfamiliar with it.

Prerequisite: Caster level 3rd,

Benefit: You can spend an action point instead of a charge when you activate a charged spell trigger item, such as a wand or staff. To use this ability, the item must have at least one charge remaining.

Special: If two or more charges would normally be subtracted from the charged spell trigger item, then the number of charges required is reduced by one when you spend your action point.
