quick draw and Handy Haversacks

Rogue problem

First Post
I'm trying to figure out a way for my TWF rogue with quick draw to be able to throw multiple items each round, such as flasks of oil, holy water, acid, weapons etc. His strength is low so he can't carry much. Can he quick draw these items from the haversack? I understand there is a magic quiver "Quiver of Elohna?" that I could load with javelins. Can you put these other items I mentioned in it also? Also if he did not have Quick Draw, how many javelins could he draw from this magic quiver and throw each round with TWF feat? Thanks for answering multiple questions in this posting

It is not possible to use the haversack w/ quick draw due to the following:
From SRD
Retrieving any specific item from a haversack is a move action, but it does not provoke the attacks of opportunity that retrieving a stored item usually does.

As for the Quiver of Elohna, you may only draw one javelin w/o quick draw. The quiver only allows you to carry more than is normally possible. By design the quiver can only carry javelins and arrows, but you should ask your DM if a potion, oil, etc version exists.

I do recall some1 else mentioning on this board about a non-magical belt that allowed the wearer draw poiton, oils, etc. as a free action. I believe it can be found in Eberron books, but if not then Faerun.

SRD - Efficient Quiver said:
This appears to be a typical arrow container capable of holding about twenty arrows. It has three distinct portions, each with a nondimensional space allowing it to store far more than would normally be possible. The first and smallest one can contain up to sixty objects of the same general size and shape as an arrow. The second slightly longer compartment holds up to eighteen objects of the same general size and shape as a javelin. The third and longest portion of the case contains as many as six objects of the same general size and shape as a bow (spears, staffs, or the like). Once the owner has filled it, the quiver can produce any item she wishes, as if from a regular quiver or scabbard. The efficient quiver weighs the same no matter what’s placed inside it.
If you (or your DM) consider flasks to be "of the same general size and shape" as an arrow, then there's no reason you couldn't load up the quiver with flasks instead of arrows.
