Check out PH page 142 just above the Carrying Capacity chart under the heading "Lifting and Dragging."
I would use the lifting rule for this situation. If their load is between max heavy load and double this number, they lose any dex bonus to AC and can only move 5 feet per round as a full-round action.
For Str 1, this means between 11 and 20 pounds. Anything over 20 pounds should immobilize the character. The character had on leather armor, which weighs 10 pounds, and probably at least 10 pounds of equipment. So I think you made the right call, although I don't think it is necessary to be prone. If the spells had somatic components, you might have required a strength check at DC10 or so to complete the spell, or a Conc check as if casting defensively.
For Str 3, it is 31 to 60 pounds. Now that full plate weighs 50 pounds itself, so he might have been over the limit, too, with his equipment and weapons. So he should be immoble, too. Sounds like you made the right call to me.
