Well, that seems silly. That makes Quicken Spell effectively useless to a Sorcerer. Are you sure that one isn't an exception to the normal metamagic rule for sorcerers/bards?

Yes, Tomb and Blood even points it out as an example.
 

This is the first thing I "rule-0"ed for sorcerers. The feat adds 4 levels: we're not talking small time stuff here (a sorcerer would have to be 8th level to quicken a cantrip for goodness sake). I have never had a problem in my games allowing sorcerers to quicken without a full round action.

In my mind the basic mmf of the sorcerer are Eschew Materials (which should, as others have pointed out, be General), Still Spell, Silent Spell, and Quicken Spell. They reflect the instinctive and natural way that sorcerers use their magic and show that the words of the "spells" are nothing more than Dumbo feathers for the sorcerer. Eventually, if they try, they can manage without them.

I feel the same about Quicken Power.
