Well, at 77cm it's clearly a Small creature. Since it didn't live in historic times I suppose it's a Beast instead of an Animal (like dinosaurs in the MM). It doesn't look too tough, so I'd give it one HD and a Con of 9 -- even this would make it pretty tough at 4 hp.

Edit:

Small Beast
Hit Dice: 1d10-1 (4 hp)
Initiative: +3 (+3 Dex)
Speed: 20 ft, fly 20 ft (clumsy)
AC: 14 (+3 Dex, +1 size)
Attacks: Bite +4 melee
Damage: Bite 1d4-2
Face/Reach: 5 ft by 5 ft/5 ft
Saves: Fort +1, Ref +5, Will +0
Abilities: Str 6, Dex 16, Con 9, Int 2, Wis 11, Cha 4
Skills: Jump +2, Listen +4, Spot +4
Feats: Weapon Finesse (bite)

Interesting. Of course, upon reading the full article is sounds like the desciption "four winged" is pretty darned misleading. Feathered legs ain't wings. :(

What they don't mention is that a lot of folks think that there's a group of people creating fake fossils in China, and selling them for huge profit.

Of course, I still think dinos and birdies are related, but I don't trust fossils from China, especially when they're revolutionary.

There is a nice article on this at the NG website:
