3.5 edition did away with the feat 'Ambidexterity'. Now the only feat erquired to fight with two weapons is 'two weapon fighting.

Does this mean that you can choose which hand is your primary and can you switch between rounds??

Your off hand is defined in the PHB Glossary as "A character's weaker or less dextrous hand (usually the left)".

The Two-Weapon Fighting feat reduces the -6/-10 penalties incurred by wielding a second weapon in your off-hand to -4/-4. It doesn't stop your left hand from being your weaker or less dextrous hand.

Keep in mind, of course, that there's just as much of a distinction between Off-hand and Main-hand attacks in 3.5 as there was in 3e. Ambidexterity still required you to choose one hand to be your main- and off- hand, it just lessened the penalties. Now, it's just folded into another feat. Aside from the fact that you only have to spend one feat now, there's really no difference from 3e at all.
