Does Quicker than the Eye (QttE) grant a partial action IN ADDITION TO normal actions if successful?

IE, is the following action possible in one round.

Attack -- Standard Action
QttE Bluff -- Move-Equivalent Action
*opponent looses opposed roll (Bluff vs Spot)*
Attack -- partial action granted by QttE, if possible this is a sneak attack.

It's been said before, but it bears repeating:

Customer Service and the Sage should work together, not against each other.

That, or someone handed round the high grade stuff and they took a break to smoke it.

The Quicker than the Eye feat does not grant an extra partial action.

It allows you to use the Move/MEA portion of a Standard Action to Bluff/Feint someone, and if successful, the person you bluffed is distracted, and thus loses their Dex bonus to AC against you for the remaining portion of the Standard Action (which would effectively be just a Partial Action).

In other words (using the terms in the Combat Actions section of the PHB):

A Standard Action allows you to "Do Something" and Move.

You can substitute a Move Equivalent Action (MEA) for the "Move" portion of a Standard Action.

In general, you can substitute a Partial Action for the "Do Something" portion of a Standard Action.

Normally, doing an Bluff/Feint takes place during the "Do Something" portion of a Standard Action, and takes effect on your next attack (usually on your next action).

Quicker than the Eye allows you to do a Bluff/Feint during the "Move/MEA" portion of a Standard Action, which allows you to immediately "Do Something" after bluffing them.

Without Quicker than the Eye you would have to Bluff your target during the first round, and then you could take advantage of your now bluffed target during your next action (sneak attack them or whatever).

With Quicker than the Eye you can Bluff during the Move/MEA portion of the round and then "Do Something" on the same round.

Would you agree or disagree that a player who successfully used Quicker that the Eye should be able to perform an action that normally provoked an Attack of Opportunity without provoking an Attack of Opportunity. Read the Sage's answer carefully before responding.

For example, a cleric standing next to his injured comrade wants to cast a healing spell, but doesn't want to risk the AoO. He successfully uses Quicker than the Eye on the Ogre threatening his square and casts the healing spell without provoking an AoO.
