To charge a dwarf a feat to use a Dwarven axe has never made since to me. So in our campaigns Dwarves dont have to. If the 1/2 Orc is raised with Orcs then he will have the weapons they commonly use, if raised by humans he will have the weapons known there.
Elves and their bows, not charged an exotic proficiency slot to races using their own weapons? Never made since to me..exotic meaning foreign and rare-if you see and work with every day it aint exotic.
Some plains areas nomadic people live on the horse, so in our campaigns we will usually not charge them the exotic weapon feat for a horsebow.
Kingdoms or areas that use the scimatar as an every day sword, we dont charge them a feat to use it.
A samurai wouldnt have to pay exotic for kantana etc. because to him the kantana is his everyday sword not an exotic weapon.
Maybe in some lands full of big humans "The Dreaded Ice Barbarians" where the males are about 7' and 400lbs. They would use the bastard sword one handed and they wouldnt be charged the exotic weapon prof.
