Racial Feats - the Good and the Bad

Racial feats aren't just about increasing power, they're also about encouraging characteristic racial choices.

They should also be about power. I don't think they have to be better than standard feats, but they should at least equal them. If they are not balanced you have the system mastery issues of 3e coming into the racial feats.

I have not found it that awesome in play. Its decent, just not awesome.
That's also how I see that feat and my human fighter won't take it.

But I guess it also depends much on your class. For AoE against multiple enemies it might be awesome, for using my reliable daily against a single oppoenent not so much

Exactly. Fighters do get some AoE powers, though ("close burst 1"). For those, it's great.

I guess it would come into play more often, but again I'm not seeing the awesome.

Lets say you are really lucky and 10 mobs are in your area of effect. With this feat when spending an action point you hit 7 of them(roudning up) without the feat you hit 5 of them on average.
Fairly cool, but chances are if you are fighting 10 of them there the sucker parade and your party will be cleaning up the scraps before the round is over.

Maybe 2-3 of them were worthwhile opponents, so what there is a 15% chance that this feat had an effect on 30% of them? I'm not sure what 15% of 30% is but I don't think its that big of a %.

Sure this makes it better than if it was vs a single target, still not seeing the awesome though. Maybe when the wizard in the party is higher level and is throwing a lot more encounter and dailies in a fight my opinion will change, but so far at level 4 I haven't seen it yet.
 

As a Human FIGHTER - compared to other class choices - ofcourse you won't find Action Surge very worth it - almost ALL fighter daily powers are 'reliable', so a miss isn't anything to cry about.

Its when you have one daily power and one roll to get it right that you start to value - Action Surge, Flanking and Tactical Warlords, before using them.

So I'll give each race 3 points for a good feat, 2 points for a mediocre feat, and 1 point for a bad feat.

Good (3 pts):
Dwarf - Dodge Giants
Dwarf - Dwarven Weapon Training
Dwarf - Dwarven Durability
Eladrin - Eladrin Soldier
Elf - Elven Precission
Elf/Half-elf - Running Shot
Halfling - Halfling Agility
Halfling - Lost in the Crowd
Human/Half-elf - Action Surge
Human/Half-elf - Human Perseverance
Human/Half-elf - Action Recovery
Tiefling - Hellfire Blood
Tiefling - Fiery Rebuke

Ok (2 pts):
Dragonborn - Dragonborn Frenzy
Dragonborn - Enlarged Dragon Breath
Dragonborn - Empowered Dragon Breath
Eladrin - Feywild Protection
Half-elf - Group Insight

Unfortunate (1 pt):
Dragonborn - Dragonborn Senses
Elf/Half-elf - Light Step
Halfling - Underfoot
Tiefling - Ferocious Rebuke

Total:
Half-elf - 15 pts
Dwarf - 9 pts
Human - 9 pts
Elf - 7 pts
Halfling - 7 pts
Tiefling - 7 pts
Dragonborn - 7 pts
Eladrin - 5 pts

Looks like Half-elves did well with numerous and good options. Eladrin did poorly due mostly to a lack of options. The rest seem reasonable between 7 and 9. Where exactly each feat falls could be argued but I don't imagine the end result would change much. You could make another Eladrin feat and I'd be tempted to make another Dragonborn feat that was good, and that would make a more even playing ground in the feat department for all races.

Interesting, since these are two races I like best. Actually, I consider the racial feats to part of the parcel you get when choosing a race.

Anyway, it's impossible to make all feats equally powerful. It's unavoidable that some will not be as good as others. It's not really an issue since you don't have to take racial feats, if you don't like them.

I'd appreciate it if they also created racial paragon paths and a couple of racial magic items that emphasize the racial flavour. Maybe in PHB2 :)
