Hobgoblin Soldiers are able to shift around each other (as long as they stay in formation/adjacent) as they attack.</p><p></p><p>Really, this mechanic isn't much different in ending effect than v3.5: if you don't make any other movement, you can take a 5ft step. It's just much clearer in 4E. You burn your Move Action to Shift. Move 1 square, and no OAs are triggered from threatening foes.</p></blockquote><p></p>
