I don't know if theres something official but I usually do random 50% rolls to see if they can easily find things.

I'd suggest looking over all the spell components for spells 4th and up. There are a few that you can't just cast all the time for free. Stoneskin is great but costs 250 or 500 gp's of diamond dust a shot. Stuff like that is important to keep wizards and clerics in balance. I'd say go with having the npc's having diamond dust if they have that spell. I also believe diamond dust is needed for another clerical spell but the name eludes me.
 

I'm going through and making a spreadsheet of all the spells 1-6th level that require components outside what can be found in a component pouch.

Thus I can give npcs the appropriate material treasure.
 

WRAITH I post once the spell cost sheet here it. listed the xp and gp cost. However I have not updated to 3.5.

Now it up to you to decide it there 5K diamonds in the town. I would place 2 so they can raise the guy and go back to dungeon. If the lose more than one more npc and have not gotten a 5k diamond in the adventure. Well you do bury your dead and recruit new pcs.

You can save yourself some trouble by looking at the by-class spell listings in the 3.5 PHB. If the spell requires something atypical (like XP expenditure, odd material components, etc), there will be an appropriate superscript character telling you so.

from 500gp to 5,000gp?

Any idea why the component's price increased tenfold? I mean, it now represents about 10% of a character's wealth (assuming CL ~10)! For a single Raise Dead! Anyone think that's too much?

Because they wanted raises to hurt. In 3.0, even a True Resurrection only costs something like 7 kgp, and that's pretty darn cheap for being brought back to life with no lasting problems.
 

An often used trick in my campaigns to get rare material components is for a 7th level or higher Cleric to cast Lesser Planar Ally to summon up a Mercane (see Manual of the Planes) who are interplanar merchants of magical items and components.

Thats how I am looking up which need components. What I am listing is WHAT those components are, so I can quickly build NPC wizard/cleric treasure list of components.

Ah, ok. I'm not sure why, but I had it in my head that you were going through and checking the spell entries one by one to find the spells with odd components.
