This is an idea to keep the power level of the current system but add a little spice for players who like to try out a broader range of styles.

When you gain a daily exploit, choose 2 from the list. After each extended rest, randomly choose which exploit you have for the day.

It makes sense flavorwise, exploits are often described as "perfect moments" in the combat to use that manuever. And its a fun way for a character to have a broader range of things to try.

Looks fun and doesn't change the balance. Underpoweres the characters a little, but it's not a big deal. Maybe I'll try it.
 

You could use that as a good "temporary" rule to allow your players to experience a wider range of action. Then as they progress, they could choose whichever seems to work better for their build.

Appeals to more casual players because they are not stressed over character building. Appeals to serious players because they can still fine-tune even as their character grows.

Matches "reality" because as hero's grow, they try out different things, until they eventually just get comfortable in their style.

Another way to allow this is as a feat. A character who values unpredictabiilty, and exploration could embrace it. Could have multiclass as a prereq.
 

I don't much care for it, because it both removes player choice AND doesn't accomplish its alleged goal. Its rationale is based on the 'perfect moment' concept and yet it implies that the character somehow knows what perfect moment is going to arise in the (as yet unknown) combats during the day.

So you are weakening the character's ability to choose powers to complement their abilities and you are not adding any verisimilitude, despite that being the alleged point.

If you want to represent the unpredictability of the 'perfect moment' concept, a better way to do it (imho) is to give it a recharge chance rolled by the DM: At the start of every encounter it is uncharged, and each round there is a small chance (say 1/10) of it becoming possible (and remaining possible for the remainder of the current encounter). And if your goal is to allow flexibility of styles, then you can make the specific power that is 'activated' for the current encounter be random as well.

I still don't like it, because it reduces the character's ability to plan tactically (compensated by the chance for more than one 'daily' in a day) - and the increased tactical depth is a plus of 4E imho, but if your goal is to represent dailies as 'perfect moments', it does that better than the above suggestion. imho.
