There's a feat in the Netbook of Feats (Channel Touch Spell) that allows you to do so, which I believe is modeled after a prestige class ability that was found one of the early 3E splatbooks. I don't have the references to know if the ability was updated to v3.5.

Edit: Oops. I see you mean RANGED touch spells, also known as ray spells. I don't think there's any specifically for that purpose, but if you use Still Spell, you can cast spells even if your hands are full.

Sure. All you need to do is get a spell storing weapon and be capable of casting persistent wraithstrike and whirling blade. Technically, you're making a melee attack, but it's at range, so I think that's pretty close to what you want.

One chooses to activate spell storing weapons when the hit happens. Kinda difficult to do that if the weapon is not in hand at the moment of impact.
