These people are little more than bullies or mentally ill. </p><p></p><p></p><p>It depends on the area. In some places in the US, ANY physical punishment is abuse. A threat of physical abuse (IE: the threat of a spanking) is considered abuse. Both of which are grounds for the state to take away the child, and the parent must provide the burden of proof that abuse did not occur.</p></blockquote><p></p>
