Rapid Flight feat? Where is it?

Improved Manueverability requires fly speed 150' and Hover or Wingover. Does what you think it does, can take it multiple times, but it can't make your manueverability better than good.

Improved Speed requires strength 13 and dragon type. Improves fly by 20' and all other movement modes by 10'.

I mean no insult to the writers of the Draconomicon, as I thought it was a wonderful read, but they seem to have missed the Hover feat in the MM. It does the same thing as the one listed in the Draconomicon, but has significantly lower requirements. I'm sure the same should be true of Rapid Flight as well.

Only the feats that list "true dragon" in their requirements are limited to being taken only by dragons. I do not believe either of those feats do.

Thanks, everyone, for your input. It seems that Rapid Flight should add 20 feet to one's base fly speed. And since it is a regional feat, it shouldn't be any problem if it has "Fly Speed" as its only requirement.
