Rapidstrike and Multiattack?

Does the Multiattack feat reduce the penalties on secondary attacks gained from the Rapidstrike and Improved Rapidstrike feats (Draconomicon, pp. 70 & 73)?

The Rapidstrike feats grant extra attacks at -5 penalties, but does not explicitly state that they are secondary attacks.

Are you asking if the multiattack reduces the penalty from -10 to -4 or from -5 to -2? :)

In other words, for a primary attack, say 2 claws/bite (considering only penalties here):

No feats: 2 claws +0/bite -5
Multiattack only: 2 claws +0/bite -2
Rapidstrike only: 2 claws +0/claw -5/bite -5
Both: 2 claws +0/claw -5/bite -2

The claw in the above is not a secondary attack and thus is not reduced. Another example:

No feats: bite +0/2 claws -5
Multiattack only: bite +0/2 claws -2
Rapidstrike only: bite +0/2 claws -5/claw -10
Both: bite +0/2 claws -2/claw -7

The rapidstrike only subtracts -5 from the normal claw modifier. It would not be -4 on the last claw.
 

I'm actually looking at a creature with a bite (primary) and 2 claws (secondary). The creature has the following feats:

Multiattack
Improved Multiattack
Rapidstrike
Improved Rapidstrike

So, by my reckoning, the attacks would look like this:

Bite +0, 2 Claws +0/+0 (normal claws)/-5/-10/-15/-20 (up to 4 extra attacks with Imp Rapidstrike).

And my question is should the extra 4 claw attacks be reduced from -5 cumulative penalties to -2 with Multiattack or 0 with Imp Multiattack (which, IMO, is probably overpowered).
 

Basically, figure out your attack routine with multistrike and improved multistrike first. Then, you use those numbers to determine what your Rapidstrike numbers are.

So, in your example you would have (if I'm understanding Rapidstrike and Improved Rapidstrike):

Bite +0 (primary)

2 Claws +0/+0 (normal claws) (secondary attacks)

Claw #1 -5/-10

Claw #2 -5/-10

Essentially, the Rapidstrike feats are giving you iterative attacks. And each of your Rapidstrike attacks is already benefitting from the Multistrike bonus. If you have a secondary natural attack at -5, Rapidstrike gives you an additional attack at -10. If you had multi-attack, those numbers would be -2 and -7, respectively.
